Frequently Asked Questions

Do I Need a Permit to Remove a Tree in Salem?

Yes, in many cases. If the tree is a city-owned or street tree located in the public right-of-way, a permit is required before removing, pruning, treating, or planting it through the City of Salem’s Urban Forestry Division.

For trees on private property, requirements vary. Certain protected trees, including large diameter trees, Oregon white oaks, and trees located in riparian or sensitive areas,  may require approval before removal under Salem’s tree conservation regulations.

Because rules differ between street trees and private property trees, and because zoning and overlay areas can affect requirements, it is important to verify permit needs before starting work.

NW Premier Tree Services can determine whether a permit is required and handle the entire permitting process on your behalf, including documentation and communication with the City of Salem.

What Activities Require a Permit?

In Salem, a street tree permit is typically required for:

• Removing a street tree
• Planting a street tree
• Pruning a street tree
• Treating or attaching anything to a street tree
• Construction activity within a city tree’s dripline
• Removing trees as part of development or land use projects

Depending on zoning and property type, private tree removal may also require review or approval.

We review your project carefully and obtain any required permits before work begins so you remain fully compliant.

How Do I Apply for a Permit?

Street tree permits are submitted to the City of Salem’s Development Services / Permit Application Center. Applications are reviewed by the Urban Forester, and in some cases neighborhood associations are notified prior to approval.

Rather than navigating the process alone, NW Premier Tree Services can prepare and submit the application for you, provide required measurements and documentation, and coordinate directly with city officials to help streamline the process.

Are All Trees on My Property Covered by Salem’s Rules?

Not all private trees require a permit. However, certain protected trees do — including large diameter trees and designated species.

In Salem, removing 30% or more of a tree’s crown is often considered removal and may trigger permit requirements. Replacement trees or mitigation may also be required depending on the situation.

We evaluate tree size, species, and zoning during your estimate to determine whether approval is needed and handle the proper steps if it is.

What Happens If I Remove a Tree Without a Permit?

Removing a regulated tree without required approval can result in:

• Significant fines
• Mandatory tree replacement
• Mitigation requirements
• Enforcement actions
• Delays in property sales or development

In Salem, removal of protected trees without proper authorization has resulted in substantial penalties and mandatory replanting obligations.

It is important to understand that if unlicensed or uninsured contractors remove a regulated tree without permits, the fines and violations are issued directly to the property owner,  not the contractor.

Hiring a licensed, bonded, and insured company protects you from unnecessary risk. NW Premier Tree Services ensures all legal requirements are handled properly before work begins.

Can I Prune My Own Trees?

Normal maintenance pruning on private property may not require a permit. However, removing more than 30% of a tree’s crown is typically treated as removal and may require approval.

Improper pruning methods such as topping can weaken trees and may create compliance issues if the tree is protected.

If you are unsure, we can assess the tree and confirm whether pruning requires city review.

Can the City Remove or Prune a Street Tree for Me?

Yes. Salem’s Urban Forestry Division maintains city-owned street trees and may perform structural pruning, hazard removal, or clearance work.

If a street tree appears hazardous, we can help you request a city inspection and coordinate next steps. If private work is authorized, we will obtain the proper permits before proceeding.

How Soon Do I Have to Replant a Street Tree in Salem?

In the City of Salem, when a street tree is approved for removal, replacement is typically required as a condition of the permit. The Urban Forestry Division will specify whether a replacement tree must be planted, the approved species, and the deadline for replanting in your permit conditions.

Salem does not list a strict codified planting window in the same way some cities do. However, replacement trees are generally required to be planted during the appropriate planting season — typically late fall through early spring (approximately October through March or April). Planting during this dormant season improves root establishment and long-term survival.

If a tree is removed outside of that timeframe, the City may allow planting to be delayed until the next suitable planting season. The exact timeline is usually written directly into the approved permit.

Replacement trees must also meet City standards for:

• Approved species selection
• Minimum size (caliper) requirements
• Proper spacing and location
• Installation standards within the right-of-way

Failure to complete required replanting within the specified timeframe can result in compliance notices or enforcement action.

NW Premier Tree Services can handle the entire process for you, including:

• Confirming whether mitigation is required
• Reviewing permit conditions and deadlines
• Recommending approved species from Salem’s street tree list
• Obtaining any necessary permits

Is it legal to trim branches from your neighbor’s tree in Oregon?

Yes. In Oregon, you are generally allowed to trim branches or roots from a neighbor’s tree if they extend over your property line. However, you may only trim up to the property boundary and must avoid damaging or killing the tree. You also cannot enter your neighbor’s property without permission. If excessive trimming harms the tree, you could be held responsible for the damage.

When is the best time to prune trees?

The best time to prune most trees in the Pacific Northwest is during the dormant season, typically late fall through early spring. Pruning during this time helps reduce stress on the tree, minimizes the risk of disease, and encourages healthy growth in the spring. However, some light pruning or the removal of dead, damaged, or hazardous branches can be done year-round if necessary.

When is the best time to remove trees?

Trees can be safely removed at any time of the year, but late fall through early spring is often the most efficient time. During the dormant season there is typically less foliage, making it easier and safer to access and remove the tree. In cases where a tree is dead, diseased, damaged, or poses a safety risk, removal should be done as soon as possible regardless of the season.

Do you work with insurance companies?

Yes. We regularly work with insurance companies and can assist with storm damage and emergency tree situations. In many cases, we are able to provide emergency services with zero money down and collect payment after the insurance claim has been processed. We can also provide documentation, photos, and estimates to help support your insurance claim.

Do you grind the stump after removing a tree?

Stump grinding is an optional service and is typically listed separately from the tree removal. If requested, we can grind the stump below ground level so the area can be replanted, landscaped, or covered with grass.

Before any stump grinding is performed, we will contact Oregon 811 to have any underground utilities located and marked. Oregon law requires anyone performing excavation or ground-disturbing work to notify 811 at least two business days before digging, or ground-disturbing work to help prevent damage to underground utilities such as gas, water, electrical, and communication lines. Once utilities have been properly marked, we can safely proceed with the stump grinding service.

We also offer financing through Wisetack. Clients can apply directly through Wisetack to see if they qualify for financing options. Approval and terms are determined by Wisetack, and the application must be completed in advance before financing can be used for the project.
